At least i'd like a lot > to have the menu point desktop preferences in the advanced menu (so, > at any time you could go back and forth without having to use the > terminal!). i found that /etc/xdg/openbox/menu.xml is run by default for the advanced menu configuration. it is overriden by ~/.config/openbox/menu.xml if it exists. i imagine what /etc/xdg/openbox/rc.xml applies to menu.xml-- i.e. that any changes there will get overwritten. also /usr/share/lubuntu/openbox/menu.xml suggests copying to ~/.config/openbox before making any changes. long story short: it doesn't matter which of the two menu.xml's you use (though the lubuntu one written with lubuntu in mind), but you should copy them to ~/.config/openbox before making any changes. then do an openbox --configure and you should be good.
