That is likely to be *extremely* specific to the model of laptop. Did you look at the info I pointed to at http://www.thinkwiki.org/wiki/How_to_control_fan_speed and try out the tools suggested there for managing fan control on a Thinkpad? Did any of them work? What exactly happens when you try? Instead of trying to randomly switch distros, spend a little time working on the hardware fan control that your machine has, with the software that Debian and Lubuntu make available to you for doing that... you are a developer, not a newcomer, so you really should be able to work through this issue and solve it.
