There is not something to "solve". Asymmetric routing in an ISP network is something which can be very intentional (for TE), or accidential (because each IP router decides how and where wants to forward packets). ISP networks can be built to be symmetric on all paths, but that takes conscious effort and brings little benefit, so it is not normally done. So all assumptions that rely on symmetric routing on the inside of a network are flawed, and all solutions that rely on this assumption can not work.
