Thanks for review. I agree we should update the reference and will update the 
shepherd's report. I'm just so used to using a Cisco login to get IEEE 
standards that I didn't know the free access even existed. But this document 
is, in fact, readily available:

    I noted in passing the very old reference to IEEE 802.1AX. There are newer
    versions of this standard published by the IEEE. In particular the 2020 
version
    which contra to the shepherd's writeup is freely available to the public 
under
    the IEEE Get Programme. If there are no technical issues requiring the old
    reference it would be helpful to update the reference to the latest version
    that is publicly available.
