That section does talks about other aspect of this mechanism.

Assume I have hierarchical IGP with 10,000 nodes.

Most PEs send service traffic to the local hubs only. Sporadically they may
send traffic to other PEs in other areas - say to 1% of them. Service
routes and most of remote next hops are dropped by RT filtering.

Tell me why do you propose a mechanism which puts burden on network
elements by blasting them with information they are never interested in ?
Leave alone that such information is completely not needed also on the P
routers in the core area and other areas.
