I just want to share Zaheer-ud-din Babar the first Mughal emperor’s 
dafenation/unddrstanding of democracy. In his book Tuzke Babari while 
explaining the janjua tribe’s style of government he writes “ Iss qoom ka 
andazee hakoomat jamhoree hai. Majjall nahainn kooei hukamraan mun mani karrwhy 
kar sake”.
 
I am of the view that democracy is not a form of government but a state of 
mind, therefore, there is a possibility that a popularly elected person can be 
of dictatorial mind and a dictator can of a democratic thinking. This does not 
mean that I am in favour of dictatorship but would like to have an elected 
government with the democratic belief. In short I would like to see a 
government “ joo mun mani nann karee”.
