H264 is more complex. okaay, soo... let's go with MPEG2, first... multiply up. 1080p is 2.25x more pixels than 720p. so, roughly you would need 800*2.25 mhz - that's 1800mhz - to do 1080p MPEG2. let's assume you meant 720p30. what that means is that a quad-core 1ghz Loongson 3A would require only 45% utilisation to do MPEG2 (1800/4000). which is pretty damn good. in 28nm, (assuming same clock rate, 1ghz), power consumption would be 4x less (than the 15 watts used by Loongson 3A) which is ouch still 3.75 watts!
