What I've ended up doing instead is to utilise the existing process for Ubuntu members to get an @ubuntu.com email address [1]. Most activities conducted by a LoCo are consideration for the requirement for "significant and sustained contributions" so as long as people are active members (organising events, helping administer the team, etc.) to a significant level for a sustained period of time I'd highly recommend applying for Ubuntu Membership [2]. I may be a little biased (I site on the Membership Board) but I think it's a good thing to encourage people towards if they've significantly contributed.
