Yes, but don't worry, there are ways of getting CDs for events. In Massachusetts we'll be taking some from the Canonical lexington office (they always have a tons and not enough visitors to take them all) and sometimes we send CDs to other unapproved LoCo teams. What's important is that people who have shown they can run events, get the resources they need to make it a good event. Having highly motivated and trust worthy Ubuntu community people sitting outside a blank table with their laptop and no stickers, cds, banner or table cloth doesn't do the best.
