Wouldn't it make more sense to do a authorisation calculation? When you're working it out, just create an authorisation type. Explicit, Implicit and Volunteer which you can use for your PPA upload rights. Explicit and Implicit can be enabled for ppas and you can offer the option to disable Implicit membership ppa uploads too (making it easier to manage for us). Volunteer would obviously be anyone who is a member of an open team. There are all sorts of flexibilities you could add to the system this way.
