You may want to use Ubuntu-Drupal project to build an Arab site of Ubuntu, I am the RTLer of this project, so i'll be glad to have another tester :P you can download the source(s) of the project from here: https://launchpad.net/ubuntu-drupal and you can check how it looks in the Israeli LoCo homepage: http://ubuntu-il.com
