This sounds like something that might benefit all Ubuntu community teams who conduct meetings, and isn't specific to local teams. 2. I'm sure you are aware of this already but there is already a widely used tool used to organise meetings, and record minutes/action items - https://wiki.ubuntu.com/ScribesTeam/MootBot.
