A very similar initiative is under discussion on the marketing team
mailing list. It is a project called "spreadubuntu" (or in particular
a part of that project called "DIY Marketing") which has been
abandoned for a while but which seems to be attracting new interest. I
noticed the discussion is currently focused on local teams and
marketing.

Feel free to jump in on the marketing team list and help them get
something done with those ideas!
