first you can check this list https://wiki.ubuntu.com/Mirrors?highlight=
%28mirror%29 from the wiki
it lists different ubuntu mirrors around the world maybe there is
already one near you which will get  you better bandwidth. maybe there
are also deb repositories close to your location for the updates, etc..

if there is no such mirror, you can search the wiki for a howto on
creating such a mirror/deb-server.

P.S. maybe start your messages in the poor english version and only then
in your own language? this helps people worldwide to read your messages
and not ignore them because they miss  the english version at the
bottom....
