Wasn't https://shipit.ubuntu.com/specialrequest supposed to be used for just this? At least Jane said so in June: https://lists.ubuntu.com/archives/loco-contacts/2006-June/000379.html I was also denied a request once, but I just did a new request, trying to more clearly articulate the LoCoTeam thing and adding also Ubuntu Finland to the "organization" field.
