ProgrammersManual.html updated: 1.90 -> 1.91

Log message:

Correct the Superclasses list for GlobalVariable and Function to indicate
that they are "Constant" as they derive from GlobalValue. Also, fix some of
the wording where it mentions this. 
Patch inspired by Nai Xia.
