Fairly self-explanatory. Per https://llvm.org/docs/CodeReview.html#code-review-workflow - PRs created without the intent for precommit review should be labeled with `skip-presubmit-approval` to ensure they're differentiated from PRs created with the intent to review and subsequently committed without review (which is disallowed by the code review policy).
