The page https://releases.llvm.org/download.html is out of date, I believe, and meant to be superseded by https://releases.llvm.org/. The `download.html` page hasn't been updated since 18.1.8 was released last year.
It's probably desirable to redirect folks to the up-to-date releases page, or remove it entirely. It seems likely that the system that's generating new commits into www-releases probably stopped updating `download.html` but no one ever deleted it. I'm not sure what y'all would prefer!
I'm also not sure if y'all prefer issues about this here or not. (I see that the github repo https://github.com/llvm/www-releases has issues enabled but I suspect that was an oversight).
(I discovered this by googling up a LLVM tarball's name, e.g. `LLVM-19.1.7-Linux-X64.tar.xz`, and not actually seeing that release on the second link in the search results)
