[lldb][test] The TestLldbGdbServer.py test seems flaky on Windows

When I run the test lldb\test\API\tools\lldb-server\TestLldbGdbServer.py on Windows x64 manually it passed (42 tests, skipped=28, expected failures=2).
But when I run `ninja -v check-all` I got the following error:
