**Why Are you requesting commit access?**
Hello, I work on `clang-tidy` tool.
I have implemented a new check and fixed a number of bugs. I'm willing to deliver more checks and fixes in the future.
Commit access would increase my productivity by allowing me to use tags, add reviewers, merge code.
