[clang] -Wsystem-headers doesn't show up in `diagtool tree` output

I was trying to recall exactly what the flag was for `-Wsystem-headers` so I reached for `diagtool tree | grep system` and it was not listed. I wonder if there's a reason why `-Wsystem-headers` isn't listed, and if due to that reason (or others) additional flags aren't being reported by `diagtool tree`.
labeling this with the clang label, even though the bug might be elsewhere, for eyes from clang maintainers.
