Explicit type in function declaration not recognized. Test case from NWChem.

This is a reduced test case extracted from the NWChem code. It compiles with
gfortran and pgfortran, but not with flang.

Here is the error that I get:
[naromero@naromero-desktop bugs]$
/nfs/gce/projects/naromero-workspace/llvm-master/bin/flang -c
testpreprocessor_selfreference.F
testpreprocessor_selfreference.F:9:22: error: No explicit type declared for
'amat2'
        subroutine foo(Amat2,
                       ^^^^^
testpreprocessor_selfreference.F:10:12: error: No explicit type declared for
'mmat2'
       & Mmat2,
             ^^^^^
testpreprocessor_selfreference.F:11:12: error: No explicit type declared for
'amat3'
       & Amat3,
             ^^^^^
testpreprocessor_selfreference.F:12:12: error: No explicit type declared for
'cmat3'
       & Cmat3)

The reduced test case will compile, if `implicit none` is removed.
