Compiling a source file like this:

  #include "/foo.h"
  int main() { return 0; }

will fail on Linux but finish successfully on Windows if "foo.h" exists in the
same directory.

MSVC treats a path that begins with '/' as absolute. The above example will
fail to compile unless there's a "foo.h" in the root directory.
