We've worked around this issue on our end with
https://github.com/rust-lang/rust/blob/c166b0386888b253313e1e7e982a2a06cadaac8b/src/rustllvm/PassWrapper.cpp#L1173-L1221
and it looks like this is probably too big of a fix to track via an issue like
this, so I'm going to close as wontfix.
