SDWA should enable inline constants as operands. SP3 seems to support these.
An example of a valid test:
v_sub_f32_sdwa v5, -4.0, v2 dst_sel:DWORD dst_unused:UNUSED_PAD src0_sel:DWORD
src1_sel:DWORD
