That should be possible if you arrange the PR to only contain two commits, where the first one is the dependent PR, and the second one is the new changes. I know that means you'll need to rebase (instead of merging) the PR when incorporating changes (which isn't exactly encouraged on github), but I think that's the lesser of two evils.
