8 bytes is 2 x 32-bit words, subtract 1 and you get the 1 you’re seeing. That sounds correct to me.

Rfc3550 section 6.4.1 says „The length of this RTCP packet in 32-bit words minus one, including the header and any padding“ but when I parse your RTCP bye packet length is 1. If you are referring to RTCP packets that are sent by our software, then I believe you are mistaken. Our software sends RTCP packets (including those that contain “BYE”) correctly. Note that when a “BYE” is sent, it is sent at the end of a compound RTCP packet; i.e., the RTCP packet contains a “SR” followed by a “BYE” (if sent by a server), or a “RR” followed by a “BYE” (if sent by a client).
