There are packages in the postgres pgdg repo for 9.5, both for debian and
ubuntu.

My install is of postgres 9.5, with self compiled postgis 2.2 (with
sfcgal).  I did this according to vpicavet's dockerfile for pggis (used in
oslandia's 3d gis  workshop).

I have also enabled postgis outdb rasters, and gdal drivers directly in
postgresql.conf.
