Not sure why but I got this working by uninstalling snort, reinstalling squid and squidguard, a reboot then reinstall snort.

Removed shalla blacklist and switched to MESD and suddenly everything sprang to life. Ed Upgraded to 2.3.1 and it will no long start even after deleting and reinstalling?
