I don't see any issue with syncing state -- with over 22k states right now
there is a difference of maybe 15 between the two. I do, however, see the
return to master state happen too soon, before all services on the master
are up and running. I believe this happened with 2.1 as well, so it is not
so much a 2.2 specific problem.

What I do now when I have planned downtime is force the master to be in
CARP maintenance mode and wait for all traffic and VPNs to flip over to the
backup system, then reboot the master. Once it is up and running again, I
manually turn off CARP maintenance mode and things go much much more
smoothly with less interruption in service (especially things like DNS
resolver when the clients point to the LAN CARP address for it).
