Weird. We've tested the serial console on 2.2.1 on multiple ALIX systems, it works fine. I checked mine again now (though I'd just tried it a couple days ago in 2.2.1 testing), and it's fine. It is 38400 by default, though you can set it to anything in your config, so yours must be set to 115200 there. I can't think of anything relevant that's changed since 2.2. Have you tried Putty instead of Tera Term? Do you have another system to use to connect to the serial console?
