Hallo,

as far as I know you have to enable this on CP first. There is a checkbox
"Enable bandwidth restrictions".
Then fill in a zero or leave empty for no limits. The RADIUS attribute
should override these values.

I tested this with the freeradius2 package on pfsense and if I remember
correct this was working - at least on 2.0.1
