Agree. I also feel that PHP scripts would integrate better; and packaging them 
a 'real' pfSense package.

The manual 'promotion' of users through admins is done explicitly. Only after 
this intervention systems are allowed to access the network with full speed. So 
we keep our 'free for all' policy' without having visitors/unknown systems 
taking away all the bandwidth.
