Yes.

Basically the best thing one could to is to provide a modem that offers a
dhcp service. That way there would be no need for the local technician to
do anything at all. He simply connects the designated wan port with the
modem and you're all set.

Anyways, if that's no option then he might manually set the public ip
address by either using the web configurator or the serial console.
