Can DHCPd limit requests from a MAC address to only a couple a minute?

Was it a single machine gone crazy requesting the same lease thousands
of times, or someone intentionally running a tool to exhaust your DHCP
pool?

It was coming from a single machine, hey kept on requesting the same IP. So he didn't exhaust the pool. It was a bunch of DHCP Requests and Acks for the same IP. Not sure if he was doing it on purpose.
