I don't have cable and looking on line the ATT router has wifi.

Just a thought, but have tried a NETGEAR 5 or 10 Port Gigabit unmanaged
Switch in place of the 2nd router for your hard wire connection.  No IP
setup required.

I have (2) 5 ports switches with no issues.
