Each computer has its own on-board clock, with its own power. Ntpd is
only a way to set this clock to some reference clock's time.

Who knows? Perhaps a Reliance quirk. I don't think the mobile
operators are very particular about serving accurate time to phones. I
prefer to set my phone's time manually than depend on the operator.
