IMO, it would be best to call the ISP tech. support and understand what is the issue from their side. This whole discussion is pointless if it is a contractual issue as others have also pointed out. <side note> Do you have a MTNL land line? If so, have you tried their TriBand? I have been using it since 1Q/2005; the service has been reliable and they place no restriction on how many PCs share the connection or what sites you want to visit.
