Bug 198731 "USB devices not seen with newest kernel"

The proper way of submitting a bug is pretty opaque if you're not 
involved on a daily (or monthly or yearly or EVER) basis.  Is the entire 
LONG message wanted here, or is the Bug # sufficient?
