I don't fully understand the question.  What collisions specifically
are you referring to?  And why do you want to wake up runtime-suspended
hubs right at the start of a system suspend?

Sure, if the hub's wakeup setting needs to be changed then the hub has 
to be runtime-resumed first.  But why do this before freezing khubd?
