Really? That's very strange... Devices needing that flag won't work with Windows, as far as I know. Could you please send a usbmon trace (see the instructions in the kernel source file Documentation/usb/usbmon.txt) showing what happens when you plug the device in and the US_FL_FIX_INQUIRY flag isn't set?
