According to Microsoft's FAQ at http://www.microsoft.com/whdc/system/bus/USB/USBFAQ_intro.mspx it varies from driver to driver. For example, the FAQ says that to enable selective suspend for HID devices you must explicitly add a registry entry specifying the device's VID and PID. The hub and serial drivers don't seem to have any comparable requirements. The FAQ also talks about remote wakeup problems caused by BIOS errors! Obviously Linux isn't the only OS to suffer from this sort of thing...
