None of the files in the blueprint are accessible anymore (at either the Dropbox or sendspace links), but this request/proposal is pretty much invalidated by the complete redesign of OpenShot 2.x.
The current OpenShot 2.4.2 has no "sound effect" functionality AT ALL, clip-wide or otherwise. Audio files can be loaded as separate, discrete clips in their own right, just like video files, and will play wherever they're placed on the timeline.
