Yes, all the time driver relies on tag to get scsi command. But there are
few instances, where scsi command is not associated with a tag. For
example lun reset or host reset are issued through ioctl. In the
exceptional case, where scsi command is not associated with a valid tag,
then driver uses this triple redirection. It is common code to handle
tagged and untagged commands.

 You are correct. But there are few instances, where scsi command is not 
associated with a tag. For example lun reset or host reset are issued 
through ioctl. In the exceptional case, where scsi command is not 
associated with a valid tag, driver accesses the scsi command directly.
