Besides to what Laurent noted, there are cameras which have a hardware strobe signal for the flash. The sensor triggers the flash pulse which is programmed to the flash chip by the host before that. So there is an actual hardware dependency between the sensor and the flash. Also, the flash is physically associated with the sensor.
