The most current patch for 2.6.13-rc6 is: http://ck.kolivas.org/patches/dyn-ticks/2.6.13-rc6-dtck-1.patch but I would recommend waiting till Srivatsa gets out the SMP/updated version of this code as it may be quite different and you're best working off that codebase.
