I found that I couldn't trigger the issue with v3.17, and I was able to bisect down to commit b2c4623dcd07af4b ("rcu: More on deadlock between CPU hotplug and expedited grace periods"). I'm currently stressing b2c4623dcd07af4b~1 to make sure my bisect hasn't mislead me.
