kernel/events/core.c defines a no-op stub of perf_cgroup_switch when CONFIG_CGROUP_PERF=n. However, nothing actually calls perf_cgroup_switch outside of an #ifdef CONFIG_CGROUP_PERF. So, drop the stub.
