Looks like it's not enough ... the bug is a lot harder to hit but I
still occasionally get a duplicate tag. I'm now wondering if it's
unhappy about having tags bigger than q_depth... I wouldn't be
surprised with anything here.

I'll try again with a reduce q_depth as well...
