pr_debug_ratelimited tests the dynamic debug descriptor the old-fashioned way, and doesn't utilize the static key/jump label implementation when CONFIG_JUMP_LABEL is set. Use the DYNAMIC_DEBUG_BRANCH which is defined appropriately.
